Understand the source of the cold water

The Smith River’s trout fishery below Philpott Dam depends on cold water released from the reservoir. Virginia’s Department of Wildlife Resources describes approximately thirty-one miles of special-regulation brown-trout water between the dam and Mitchell Bridge, with two sections also managed as stocked trout waters.

Those distinctions matter before a line reaches the river. A map that merely labels the Smith River does not tell an angler which rules apply at a particular access point.
