William McKinley served in the Union Army, represented Ohio in Congress, and governed Ohio before becoming president. Tariff policy was a major part of his legislative career. His administration governed during the Spanish-American War and the subsequent expansion of U.S. territorial control. McKinley won reelection in 1900. He was shot while attending an exposition in Buffalo in September 1901 and died eight days later.
