Rutherford B. Hayes served as a Union officer, a member of Congress, and governor of Ohio before becoming president. The disputed electoral count of 1876 was resolved by a special commission and Congress. His administration withdrew federal troops from Louisiana and South Carolina and pursued changes in civil service appointments. Hayes served one presidential term, from 1877 to 1881, and did not seek another.
