Grover Cleveland served as mayor of Buffalo and governor of New York before becoming president. He held the twenty-second and twenty-fourth presidencies, with Benjamin Harrison serving between them. His administrations addressed tariffs, railroad regulation, and federal spending. The second began during the financial crisis of 1893 and included the federal response to the Pullman strike. Cleveland's two periods in office ran from 1885 to 1889 and 1893 to 1897.
