Chester A. Arthur became president after James A. Garfield died in September 1881. A lawyer and former collector of the Port of New York, he had also served as New York's quartermaster general during the Civil War. His administration signed the Pendleton civil service legislation and the Chinese Exclusion Act. Arthur completed the presidential service period in 1885 and did not win his party's nomination for another term.
