On March 10, 2026, Council member Mike Bond asked about the proposed Elba Park upgrade. The minutes record Bill Gillespie saying he was awaiting the master plan and an estimate, expected by the following month's meeting.
At the April 13 meeting, Gillespie distributed information about the master plan and estimated costs. The minutes record discussion and the $5,170,300 estimate.
At the July 14 meeting, Bond asked about the Elba Park grant. The minutes record Gillespie saying he was more concerned with the new water plant at that time, followed by discussion of the next step.
A separate park-pavilion item records James Gilbert asking about ceiling fans and a suggestion that they could be included in upgrade plans.
Earlier investment & park history
The Danville Regional Foundation's grant ledger lists a $10,000 award to the Town of Gretna in 2011 for playground equipment at Elba Park. That establishes a documented investment purpose and amount.
The entry does not itemize the equipment, supply installation dates or describe what remains in service today.
Gretna's February 2014 comprehensive plan places Elba Park in the eastern part of town and lists a playground, ball fields and a walking area. Later, the plan describes the town's recreational areas as adequate.
That was a planning judgment made in 2014. It cannot settle a question about equipment condition, accessibility or community needs in 2026.
